    摘要: An image processing system comprising a decoder 10 and an encoder 30. The decoder 10 comprises a section 12 for decoding a bit stream to generate image data, generating coding parameters for each layer and generating an error flag indicating whether the coding parameters can be effectively used. The encoder 30 comprises a control section 41, an MB-parameter calculating section 36, an encoding section 38 and a variable-length encoding section 39. The section 41 determines, from the error flag, whether or not the coding parameters can be effectively used or not. The section 36 calculates coding parameters when the coding parameters generated by the section 12 are invalid. The sections 38 and 39 encodes the image data by using the coding parameters generated by the section 12 when these parameters are valid, and by using the coding parameters calculated by the section 36 when the coding parameters generated by the section 12 are invalid.

    摘要: The present invention enables a stable signal reproduction without overflow or underflow of a buffer in a decoder system even if a transmission bit rate is changed. In particular, when coding and transmitting a digital signal at a variable bit rate, a size of an encoder buffer for temporarily storing a coded signal in an encoder system is controlled according to a coding bit rate from a terminal. The encoder buffer has a code buffer to be used for rate control by the encoder system. The size of this code buffer is determined according to a reception buffer size of a decoder system supplied from a terminal, a maximum value of a coding bit rate supplied from a terminal, and a current bit rate.

In a case where recording on an optical disk is temporarily inhibited and an output of data from an encoder is interrupted attributable to, for example, an external shock during an operation for recording a bit stream obtained by encoding a video signal on the optical disk, an encoding bit rate is lowered. Thus, a fact that the encoder buffer overflows can be prevented.

    摘要: The present invention relates to an image signal coding apparatus and method, an image signal transmission method and a recording medium in which an input image signal is divided into a plurality of blocks and a reference image signal is used for carrying out a motion compensative prediction coding to each of the blocks. The present invention is characterized in that a reference image signal is used for each of the blocks to calculate: a motion vector prediction residue of a block for which a motion compensation is carried out; a residue of a block for which no motion compensation is carried out; and an average luminance value of pixel data within a block and a flatness value of the block. For each of the blocks, a magnitude of the aforementioned block motion vector prediction residue is compared to a magnitude of said block residue so that a result of this comparison is used to decide whether to carry out a motion compensation coding. In this process, the average luminance value and the flatness value of the block are used to switch between decision making region division types. According to a result of this decision, a motion compensative prediction coding is carried out for each of the blocks. Thus, even when a prediction residue is small on a flat portion of a image, it is possible to prevent generation of a fixed noise and improve the coding efficiency without deteriorating the image quality.

The encoded moving picture is decoded at a decode start time designated when the first field in each respective group of image pictures is of the predetermined field polarity. Alternatively, the decode start time is generated on the basis of the data designating the field polarity of the first field. A computer-readable medium provides a medium on which the encoded moving picture is recorded and directs a computer to decode the encoded moving picture when the first image picture in each respective group of image pictures is an encoded field of the predetermined field polarity or, alternatively, when the field read from the medium is the first field as designated by designating data.

    摘要: A motion picture coding and decoding system is provided, which permits high picture quality to be obtained with less information amount than that in case of a system having the sole function of DCT coding, permits reduction of block distortion of reproduced picture and permits coding efficiency increase. One picture frame is divided into a plurality of blocks for block-by-block coding. At this time, discrete cosine transform (DCT) coding and intra-block non-transform coding (NTC) are adaptively switched one over to the other according to the character of pattern. In case of the intra-block non-transform coding, predictive values of block and quantizing width are transmitted. Each block is adaptively selected with sub block of frame construction or sub block of field construction.
