For example, the method, by an aggregator, aggregates sensed information received from a plurality of sensing devices, by an analyzer, analyzes the sensed information that is aggregated and determines when an incumbent is not detected based on the analysis, and allocates, by a channel allocator, a wireless channel of the targeted frequency spectrum to a user equipment when the incumbent is not detected.
