A coating layer of ultraviolet curable coating material is formed on a peripheral surface of the pilot portion.

The control device includes a rotation detector for detecting the rotational speed of a vehicle wheel and a vehicle movement amount detecting section for detecting the amount of movement of a vehicle from an output signal thereof. The use is made of a separation distance measuring section such as a laser radar for measuring, on a non-contact basis, the separation distance between the vehicle and the object, and of a vehicle movement control section for controlling the movement of the vehicle using the separation distance and the vehicle movement amount.
