Abstract: The present disclosure relates to a 5G or pre-5G communication system for supporting a higher data transmission rate beyond a 4G communication system, such as LTE. A method for forming a bearer by a mobility management entity (MME) according to an embodiment of the present invention comprises the steps of: receiving a first message including information regarding public safety; and forming a bearer having a priority higher than that of a preset bearer on the basis of the received message. The above-described method makes it possible to form a bearer having a high priority for using a public safety service.
