    Abstract: A mobile communication method, user equipment, and apparatus includes receiving Minimization of Drive Tests (MDT) configuration message from a base station including a packet delay threshold, measuring packet delay in communication between the user equipment and the base station for each of a plurality of service class identifiers (QCIs), and transmitting an MDT report to the base station. The transmitted report includes a QCI and a measurement result based on the measured packet delay of the QCI for the plurality of QCIs for which the measured packet delay exceeds the packet delay threshold, and not does not include a QCI of the plurality of QCIs for which the measured packet delay does not exceed the packet delay threshold.

    Abstract: In a communication method, a user equipment receives system information broadcast from a current serving cell of the user equipment and indicating frequencies different from a frequency of the current serving cell, the user equipment receives a paging signal from the current serving cell that is different from the system information and includes a request message requesting the user equipment to perform frequency redistribution in which the user equipment selects a target frequency, and performs the frequency redistribution in response to receiving the paging signal including the request message. Performing the frequency redistribution comprises the user equipment measuring quality of the frequencies included in the system information received from the current serving cell in response to receiving the paging signal including the request message, and selecting the target frequency based on a result of the measuring. The user equipment reselects a serving cell on the selected target frequency.

    Abstract: A base station manages a first cell and a second cell and communicates with a user terminal by carrier aggregation which is applied to the first cell and the second cell, the first cell being allocated a licensed band requiring a license and a second cell being allocated an unlicensed band not requiring a license. The base station includes: a transmitter configured to transmit a synchronization signal used for synchronization between the second cell and the user terminal, by at least one carrier selected from the unlicensed band based on a result of carrier sensing in the second cell; and a controller configured to instruct the user terminal to perform a detection operation of the synchronization signal for all or part of the carrier through the first cell.

    Abstract: A broadcast multicast service center (BM-SC), chipset therefor, and a user terminal are for a mobile communication system including a general cell that supports broadcast delivery of Multimedia Broadcast Multicast Services (MBMS) data and a specific cell that does not support broadcast delivery of MBMS data. The BM-SC includes a processor and memory communicatively coupled to the processor. The processor is configured to either transmit or receive first information to mobile terminal via the specific cell, where the first information is originally transmitted in a transmission path that does not include the general cell, and the transmission path is from the BM-SC to the user terminal. The first information includes information indicating a geographical area in which the MBMS data is delivered, information indicating a frequency at which the MBMS data is delivered, and information indicating an identifier of service by which the MBMS data is provided.

    Abstract: D2D communication is appropriately controlled even in an environment in which a second user terminal inside the coverage and a first user terminal outside the coverage both exist. The first user terminal directly receives from the second user terminal device-to-device (D2D) synchronization information including coverage information that indicates that the second user terminal is in the coverage area, determines, based on the coverage information, whether the second user terminal is in the coverage area, selects the second user terminal as a synchronization reference of the first user terminal in response to determining that the second user terminal is in the coverage area, and receives usable resource information broadcasted from the second user terminal that becomes the synchronization reference, the usable resource information indicating D2D usable resources notified from a base station to the second user terminal by broadcast signaling.
