A dual mode mobile terminal (30) is capable of communicating (e.g., with a core network) either via a first radio access network (12) having a first type radio access technology (GSM) or a second radio access network (14) having a second type radio access technology (UTRAN). When conditions warrant, a network node prepares a radio access technology (RAT) handover message for transmission to the equipment unit (UE) in conjunction with handover of the mobile terminal (MT) from the first radio access network to the second radio access network, and an associated change of operation mode of the mobile terminal (MT) from the first mode to the second mode. In accordance with the present invention, a radio access technology handover message includes a first information element representative of a first parameter from which a value of a second parameter can be derived so that the second parameter need not be included as a separate information element in the radio access technology handover message. Not including the second parameter as a separate element in the radio access technology handover message facilitates non-segmentation of the radio access technology handover message. In one aspect of the invention, the radio access technology handover message is a RRC Handover to UTRAN message; the first parameter is a Serving-Radio Network Temporary Identifier (S-RNTI 2); and, the second parameter is an information element which facilitates distribution of load and transmission of traffic in the radio access network (e.g., a Default DPCH Offset Value).

The present invention defines an efficient method for (re)selecting a cell according to a speed of a terminal in a HetNet where cells having various regions such as macro cells, pico cells and femto cells are arranged in the same frequency band in a mobile communication system. A cell selection control method of a terminal in a mobile communication system, according to an embodiment of the present invention, comprises a step of receiving, from a base station, cell list information for not allowing a terminal moving at a high speed to select a cell and a step of setting the terminal so that cells included in the cell list information are considered or not considered to be targets of selection or reselection when the terminal moves at the high speed. According to the present invention, in a network consisting of various types of cells using the same frequency band, the terminal can determine whether to select or reselect a cell according to the speed of the terminal. That is, the terminal moving at the high speed does not select or reselect a frequent service cell, thereby efficiently performing the cell selection or reselection. Further, power consumption of the terminal can be reduced.

A radio resource controlling node sets a priority for scheduling request retransmission, and cyclically notifies the priority in downlink. A terminal does not retransmit a scheduling request when the highest priority included in the scheduling request to be retransmitted is lower than the lowest priority for scheduling request retransmission. Alternatively, the radio resource controlling node sets scheduling request retransmission cycles (timers) according to priorities, and transmits the cycles in the downlink. The terminal does not retransmit a scheduling request before a cycle (timer) corresponding to the highest priority included in the scheduling request expires after the scheduling request is initially transmitted or retransmitted.
