A method includes: receiving, by a first access device, a random access message sent by user equipment; and sending, by the first access device, first system information to the user equipment based on the random access message, where the first system information includes cell reselection information related to the first access device. According to the present invention, cell reselection information can be transferred in a random access procedure.

The present embodiments relate to a cellular radio access device sends, by using a non-cellular radio access device, a data frame to the UE served by the cellular radio access device, where the data frame includes a data packet that the cellular radio access device needs to send to the UE, and indication information used to indicate that the data packet is a cellular network data packet. The indication information is used by the UE to process the data packet by using a cellular network protocol according to the indication information.

Embodiments of the present disclosure provide a data transmission method, terminal, and base station, relate to the communications field, and can improve data packet transmission efficiency. The data transmission method includes: receiving, by a terminal in an idle state, first resource sent from a base station, where the first resource is used by the terminal to send an uplink application layer data packet to the base station; and sending, by the terminal, on the first resource, the uplink application layer data packet to the base station. The data transmission method is applied to the data transmission system.

A network attack defense policy sending method and apparatus are presented. The method includes receiving attack information which includes a target Internet Protocol (IP) address, and the attack information is used to indicate that a network attack packet whose destination address is the target IP address exists in a first network; determining that the network attack packet enters the first network through a first edge network device, where the first edge network device is an edge device in the first network; sending a defense policy to the first edge network device, where the defense policy is used to instruct the first edge network device to process, according to the defense policy, a packet whose destination address is the target IP address. By means of this application, network resources occupied by a network attack packet can be reduced, and an effect of defending against the network attack packet can be improved.

Configuration information of a first cell is obtained, wherein the configuration information comprises position information of one or more multicast broadcast single frequency network (MBSFN) sub-frames in a radio frame of the first cell. A radio frame of a second cell is configured according to the configuration information of the first cell. In the method for configuring the cell, interference between the first cell and the second cell is reduced.

The method includes: sending, by a source side access device, an access indication message to a UE, where the access indication message is used to instruct the UE to access a target side access device; or sending, by a source side access device, a first notification message to a target side access device, where the first notification message is used to instruct the target side access device to send, to a UE, access information used to instruct the UE to access the target side access device; and in a process in which the UE accesses the target side access device, maintains a connection between the UE and the source side access device, therefore, a service interruption is not caused.
