To provide a composition which comprises a fluorinated polymer having an alicyclic ring, from which a film having excellent in-plane uniformity and small surface roughness can be formed by an electrospraying apparatus, and a method for producing a film-provided substrate using the composition. A composition comprising a fluorinated polymer having an alicyclic ring and a solvent, wherein the solvent contains at least one high boiling point solvent having a boiling point of at least 150° C., and the solvent has a dielectric constant of at least 5. And, a method for producing a film-provided substrate, which comprises applying the composition to a substrate by an electrospraying apparatus to form a film containing the fluorinated polymer.

Fluoroalkyl amidoalkyl alcohols of the formula are disclosed and their corresponding (meth)acrylate esters. These fluoroalkyl amidoalkyl (meth)acrylate monomers can be copolymerized with a wide variety of conventional ethylenically unsaturated monomers. The resulting copolymers are useful as water, oil- and grease-proofing agents for paper, textiles and hard surfaces such as masonry and wood.

Addition of a polyether in which one radical is a 2-hydroxyethyl- or 2-hydroxypropyl-terminated chain of two or more oxyethylene or 2-oxypropylene units and the other radical is either a defined hydrocarbon group or the 2-hydroxyethyl group to an aqueous alkaline emulsion in which chloroprene or a mixture of chloroprene with another monomer is undergoing polymerization in the presence of an alkyl mercaptan makes it possible to carry out the polymerization to a high degree of conversion, while at the same time avoiding excessive gel formation. This invention makes possible a significant increase in polymer yield without sacrifice of polymer quality or performance.

When chlorobutadienes are copolymerized with sulfur dioxide by mixing in aqueous, acidic emulsion in the presence of an acidstable surfactant, the polymerization often initiates spontaneously and proceeds in an uncontrolled manner. It has been found that the initiation and rate of polymerization can be controlled within acceptable limits when the total amount of acid-stable surfactants is between 0.3 and 4.0 parts per 100 parts of chlorobutadiene by (1) having an iron-chelating compound present in the chlorobutadiene component or in the aqueous component or in both prior to mixing them; and (2) adding incrementally or continuously quantities of an iron (II) salt as needed to initiate the polymerization and sustain it at a desired, controlled rate until the polymerization reaches a desired degree of completion.
