Movable plate (51) has a hole (61) oriented to align a drill adapter (70) and an outlet fitting adapter (80) interchangeably inserted into hole (61) on an axis extending through a predetermined point (X) on the longitudinal axis (A) of the pipe (P). A retractable ratchet strap (35) tightly girts the pipe (P) to secure the tool (20) against the pipe (P). The ratchet strap (35) assures the tool (20) always maintains its original orientation on the pipe (P) and the hole (61) assures that interchanged drill and outlet fitting adapters(70, 80) are always returned to their original orientation in the tool (20). Therefore, the outlet fitting (90) is always fused in its proper orientation in the pipe (P).

Direct current is passed through a ni-chrome wire (27) to produce enough heat such that the thermoplastic melting point of the belt material is reached. The wire is mechanically moved through the abutting thermoplastic belt. The free ends being welded are securely held together with clamping members (2) and (4). In another embodiment a ni-chrorne ribbon (54) is embedded in an electrically insulated screen to produce a heated planar surface. The invention is particularly suitable for the welding of polyurethane thermoplastic belts. Because the invention is hand held and it uses battery power, it is especially adapted for welding belts in the food processing industry.
