    摘要: An apparatus, a method, and a software product to control a plurality of surveillance video camera/encoder combinations. The method includes receiving a plurality of encoded video streams from a respective surveillance camera/encoder combination, and accepting a measure of the level of activity for each encoded video stream. Each measure is obtained from the output of the camera of the corresponding camera/encoder combination. The method further includes assigning output bit rates for each encoded stream according to the accepted level of activity such that a maximum overall bit rate is not exceeded. One version is for controlling camera/encoder combinations that accept remote bit rate control, and a second is for controlling camera/encoder combinations that send at a pre-set bit rate. One version includes a network connection between the camera/encoder combinations, and the method or apparatus for central control.

    摘要: A method, apparatus, and carrier medium to encode a series of quantized transform coefficients. The method includes identifying events that each includes a run of zero-valued coefficients preceding a run of one or more non-zero-valued coefficients, and for each such event, jointly encoding the run lengths of the preceding run of zero-valued coefficients and the following run of non-zero-valued coefficients with a codeword, such that for at least some events, relatively more likely-to-occur pairs of runlengths are encoded by a shorter codeword than relatively less likely-to-occur runlengths. The method further includes encoding each amplitude in the run of consecutive non-zero-valued coefficients, and encoding the signs of such coefficients. The method is applicable to encoding a region in the series where there is likely to be a cluster of non-zero-valued coefficients.

The method includes identifying clusters of at least one non-zero-valued coefficients, and for each such cluster, identifying at least one position event that defines the relative position and runlength of the cluster of non-zero coefficients and any intervening run of zero-valued coefficients, and identifying at least one amplitude event to define the amplitudes of the non-zero-valued coefficients in the identified cluster. The method further includes jointly encoding the identified position event or events with the identified amplitude event or events such that relatively short codewords are formed to represent values or sequences of values that are relatively more likely-to-occur, and relatively long codewords are formed to represent values or sequences of values that are relatively less likely-to-occur. The method is applicable to encoding a region in the series where there is likely to be a cluster of non-zero-valued coefficients.

Establishing the breakpoint uses statistics calculated from at least a subset of the plurality, the statistics being of where, along the ordering of the plurality of the series, coefficients of any non-zero value occur in clusters of consecutive non-zero coefficients. For each series in the plurality, the signals in the first region are encoded using a first region encoding method, and the signals in the second region are encoded using a second region encoding method.

    摘要: Prior to completing a telephone call, a database is accessed within a telecommunications network to determine whether the call should be completed. The billing number to which the call is to be charged is compared to a customer record assigned to the billing number and stored in the database. The customer record is checked against a treatment category code which combines geographic call restrictions and thresholding. A call may be identified as potentially fraudulent and blocked if the customer record associated with the billing number indicates that the account is in arrears. In addition, at predetermined intervals during the progress of the call and at the end of each allowed call to be charged to that billing number, the time and/or cost of each call is estimated and added to the total stored in a user-defined threshold counter in the database. When the total stored in the counter exceeds a predetermined threshold limit, a potentially fraudulent call is identified. In this manner, call authorization is performed on a per call basis to prevent fraudulent telephone calls.

    摘要: The present invention belongs to the field of biomedical material, and is particularly related to a method of preparing bioactive glass coatings by liquid precursor thermal spray. The objective of the present invention is to overcome the shortcomings of the air plasma spraying where the powder feedstock preparation is complicated and time-consuming, and sol-gel or other wet chemistry method where the synthesized coating generally has thin coating thickness and with low production efficiency. Therefore, a new method is provided for preparation of bioactive glass coatings. In this method, organic and inorganic raw materials were first weighed in accordance with the chemical composition of bioactive glasses, and sol or suspension was prepared; then the sol or suspension was used as the feedstock for thermal spray, and was deposited on the biomedical materials substrate, at high temperature to form the bioactive glass coating. The invention possesses the following advantages: simple operation, less complicated procedures, synthesis with high efficiency, low production cost, suitable for industrial production, and so on. This method can be used to prepare bioactive glass coatings.

According to one embodiment, a computer-implemented method, comprises providing a dual mode mesh router having a plurality of radios, wherein the mesh router is used in a cell of a plurality of cells that covers a geographic region. The mesh router includes one or more WiMAX backhaul radios, one or more WiFi backhaul radios, one or more WiMAX access radios, one or more WiFi access radios, and three or more intra-mesh radios. Traffic is received at the dual mode mesh router. A minimum quality of service requirement is identified for the traffic. The traffic is routed via the one or more WiMAX backhaul radio when the minimum quality of service meets a predetermined value.
