Accordingly, the offloading device can obtain the corresponding offloading policy according to the data stream sent by a forwarding plane, send a data stream of low value, low real-time performance requirement, or low priority to the Internet or another specific networks, and send a data stream of high value, high real-time performance requirement, or high priority to high-value devices, thereby reducing the networking cost.

The cellular communication is performed between a base station (BS) and at least one UE, and the D2D communication is performed between a D2D transmitter and a D2D receiver. According to the method of the present invention, an outage margin of the D2D communication is obtained, wherein the outage margin indicates the margin that the communication from the D2D transmitter to the D2D receiver is in outage; and a target transmission power of the at least one UE is determined based on the outage margin to perform cellular scheduling.
