The device is usable for rush current inhibition, for motor start-up retardation and for halogen lamp protection, and is also usable in temperature-compensated crystal oscillators.

The auxiliary agent may contain at least one additive selected from the group consisting of Al.sub.2 O.sub.3, B.sub.2 O.sub.3, CuO, Nb.sub.2 O.sub.5, Ta.sub.2 O.sub.5, Ga.sub.2 O.sub.3, GeO.sub.2, Y.sub.2 O.sub.3, ZrO.sub.2, WO.sub.3, MoO.sub.2, Fe.sub.2 O.sub.3, CoO, NiO, PbO and Bi.sub.2 O.sub.3. The total content of the additive is not more than 20 parts by weight per 100 parts by weight of the basic composition, and the content of at least one metal oxide selected from the group consisting of Y.sub.2 O.sub.3, ZrO.sub.2, WO.sub.3, MoO.sub.2, Fe.sub.2 O.sub.3, CoO, NiO, PbO and Bi.sub.2 O.sub.3 should be not more than 10 parts by weight per 100 parts by weight of the basic composition. The auxiliary agent may further contain 2 to 45 mol % of Li.sub.2 O. SnO and MnO may be omitted from the basic composition.

A dielectric ceramic composition consists essentially of 80 to 99.7 wt % of a main component of a system, SrTiO.sub.3 -PbTiO.sub.3 -CaTiO.sub.3 -Bi.sub.2 O.sub.3 -TiO.sub.2 -SnO.sub.2, at least one oxide of rare earth elements incorporated therein as an additive in an amount of 0.1 to 5.0 wt % in terms of Re.sub.2 O.sub.3 (where Re is at least one rare element selected from the group consisting of Nd, La, Ce, Pr and Sm), and 0.2 to 15 wt % of a vitreous component. The main component consists essentially of 20.0 to 50.0 wt % of SrTiO.sub.3, 8.0 to 37.6 wt % of PbTiO.sub.3, 3.2 to 33.9 wt % of CaTiO.sub.3, 4.4 to 35.2 wt % of Bi.sub.2 O.sub.3, 2.5 to 13.6 wt % of TiO.sub.2 and 0.2 to 12.0 wt % of SnO.sub.2. A method of producing a multi-layer ceramic substrate involves the steps of preparing compact blocks including a raw ceramic functional material to be the passive component, preparing a raw composite laminated member having a plurality of laminated ceramic green sheets containing a ceramic insulating material and wiring conductors and preliminarily providing spaces in the inside such that the compact blocks fit into the spaces, arranging sheet type bases made from a raw ceramic not sintered at the baking temperature of the composite laminated member on the principal plane at both ends with respect to the lamination direction of the raw composite laminated member, baking the raw composite laminated member with the raw composite laminated member interposed by the sheet type bases so as to restrain the contraction at a temperature not more than about 1000° C., and eliminating the unsintered sheet type bases.
