A mobile communications system is disclosed. The mobile communications system includes a unit which is provided at an upper-layer node apparatus and which obtains location information of a base station apparatus and one or more mobile station apparatuses; a unit which is provided at the upper-layer node apparatus and which checks whether the mobile station apparatus is authorized to connect to the base station apparatus; a unit which is provided at the upper-layer node apparatus and which calculates a proximity of the base station apparatus and the mobile station apparatus based on the location information of the base station apparatus and the mobile station apparatus; and a unit which is provided at the upper-layer node apparatus and which moves the base station apparatus to a service status when the base station apparatus and the mobile station apparatus are in proximity and moves the base station apparatus to a radio unit stop status when all the mobile station apparatuses are not in proximity with the base station apparatus.

A base station that communicates with a mobile station includes: a storing unit for storing a predetermined number of base station information, each including a base station ID for discriminating a specific base station and parameter information for radio communications set for the specific base station; an acquisition unit for acquiring a base station ID of other base stations forming a destination cell of the mobile station, or a base station ID of other base station forming a source cell of the mobile station; an aggregating unit for aggregating the number of times that each of the base station IDs is acquired in a first time period; a determination unit for determining a priority of each of the base station IDs on the basis of the aggregated results of the acquisition numbers; a judging unit for judging whether or not there is a base station ID which has a priority higher than the base station ID stored in the storage, and whose acquisition number is larger than a predetermined number of times; and a manager for deleting, from the storage, a base station information including a base station ID having a priority lower than the base station ID judged to have a higher priority, and for storing, in the storage, a base station information including the base station ID judged as to have the higher priority, in a case where the judging unit judges there is the base station ID having a higher priority and whose acquisition number is larger.

In mobile communication systems employing the CDMA method, the communication quality is acquired from the CDMA pilot channel. A communication quality acquisition apparatus comprises a delay profile acquisition unit comprising a control unit, synchronization unit and measurement unit, in addition to a data storage unit. The communication quality is measured by the synchronization unit and the measurement unit which are alternatively controlled by the control unit. When the communication quality is acquired through the CDMA pilot channel, the data acquisition efficiency can be significantly raised.

Each of the portions corresponding to the crossings of a plurality of first strip conductive layers serving as bit lines and a plurality of second strip conductive layers serving as word lines crossing the conductive layers at right angles is used as one memory cell. An oxide film is provided between the first strip conductive layers and the second strip conductive layers. The thickness of this oxide film is set in each memory cell according to stored data. Also a multi-value memory can be realized, since the amount of stored data in each memory cell is an arbitrary amount of 1 bit or more by making the stored data of a plurality of types of memory cells having different thicknesses in the tunnel oxide film 15 correspond to a plurality of different data. The size of each memory cell can be reduced since the occupying area of each memory cell on the semiconductor substrate is dependent on the width of the first strip conductive layer and the second strip conductive layer.
