The article of the invention is useful as a fuel or oxidant storage and delivery system to supply electrochemical power devices, such as fuel cells and chemical batteries, particularly those used in portable power applications. Specific applications include a fuel source for a hydrogen/air fuel cell to replace rechargeable batteries used in portable computers, camcorders and the like, or for powering remote sensing devices.

A safety device is provided for a pressurized gas tank in particular of a motor vehicle. The safety device has a thermoelectric device provided on a larger surface area of the tank, which thermoelectric device makes electrical energy available under the effect of heat. The safety device, in a suitable design of the system, controls either directly or indirectly a pressure-relief device of the tank in order to avoid heat-related damage to the tank. The thermoelectric device is formed by a plurality of interconnected thermoelectric generators, the electrical energy of which produced by the effect of heat is supplied to at least one capacitor. The two electrodes of the capacitor are connected to each other via a discharge resistor. The system is designed such that a defined power differential between the power produced by the thermoelectric generators and the power dissipated by the discharge resistor results in the control of the pressure relief device either directly or indirectly via a relay circuit.

The system includes a first temperature switch mounted to the high pressure tank and enclosed within an insulation housing for monitoring the temperature within the tank and a second temperature switch for monitoring the temperature of the hydrogen gas at the refuel receptacle, where the second temperature switch is also enclosed within an insulation housing. If the temperature within the tank increases above a predetermined temperature, the first switch will close, and if the temperature at the refueling receptacle falls below a predetermined temperature, then the second switch will close, which causes a wake up signal to be provided to the controller to allow the controller to monitor the temperature of the tank.

A liquefied natural gas (LNG) sump is provided for a gravity based structure (GBS). The sump includes a sump containment structure having a predetermined volume and floor surface area. The volume and floor surface area are selected in order to allow spilled LNG contained within the sump containment structure to vaporize at a predetermined, safe rate. A trough is provided for collecting spilled LNG on the GBS, such as at the processing area and on a jetty, and delivering the spilled LNG to the sump containment structure.
