The seal ring is composed of a thin wall portion, situated on the high-pressure side, and a thick wall portion situated on the low-pressure-side. The inner peripheral surface of the thick wall portion is in contact with the outer peripheral surface of the rod. A gap, which is wide enough to receive the hydraulic fluid, is defined between the inner peripheral surface of the thin wall portion and the outer peripheral surface of the rod. A drain recovery hole is connected between the high- and low-pressure sealing devices.
