Methods, systems, and physical computer-readable storage medium for processing a plurality of IO request jobs are provided. The method includes determining whether one or more request jobs are not meeting a QoS target, each job of the one or more request jobs having a corresponding priority, selecting a highest priority job from the one or more request jobs, if one or more request jobs are not meeting the QoS target, determining whether the highest priority job has a corresponding effective rate limit imposed thereon, if so, relaxing the corresponding effective rate limit, and if not, selecting one or more lower priority jobs from the one or more request jobs and tightening a corresponding effective limit on the one or more lower priority jobs from the one or more request jobs in accordance with a delay factor limit.

The invention provides networked polymeric nanofibers having a structure in which amorphous polymeric fibers are branched at multiple sites and having a diameter of from 1 nanometer to 100 nanometers.A solution of a polymer such as polystyrene in a good solvent thereof is rapidly frozen to form a nanoscale phase-separation structure of the polymer and the frozen solvent. The networked polymeric nanofibers can then be obtained upon removing the frozen solvent.

The probes may also include a conductive coating on at least one probe element to improve the probes' performance. The probes may also be used to inject a fluid or other agent into the subject and simultaneously monitor changes in the subject's electrical characteristics in response to the injection. A silicon carbide cladding slab based laser cooling device is disclosed. The cooling device includes two silicon carbide slabs, two heat sinks and two fans. The first and the second silicon carbide slabs are respectively diffusion bonded to both sides of a Nd:YVO4 active material of a laser; the first and the second heat sinks are disposed on outer sides of the first and the second silicon carbide slabs, respectively; the first fan is facing the first heat sink and the second fan is facing the second heat sink. The present invention facilitates the operation and miniaturization of a high-energy Nd:YVO4 slab laser at room temperature and ensures a stable high-energy laser output of the slab laser, thus providing a solution for its commercialization.

Techniques are provided herein to produce encoded video bitstreams and to similarly decode encoded video bitstreams according to a coding standard not supported by an on-chip encoder/decoder. For purposes of encoding, a video sequence is received at a first device. A first bitstream is generated at the first device by encoding the video sequence according to a first coding standard and information associated with the video sequence is generated at the first device according to a second coding standard. The first bitstream and the information are then transmitted to a second device. At the second device the first bitstream is decoded to produce a second bitstream. The second bitstream and the information are combined by removing syntax elements associated with the first coding standard from the second bitstream and adding the information to produce a third bitstream according to the second coding standard. Similar techniques are provided for decoding an encoded bitstream to recover a video sequence.
