A method of decontaminating soil and ground water containing organic contaminants and metal compounds. It comprises the steps of first treating such soils and ground water with an effective amount an aqueous solution containing a peroxide and a water soluble chelating agent for a time sufficient to have the water soluble chelating agent chelate at least one of the metals of the metal compounds present in the soil and ground water. Next, the chelated metals are brought into contact with the peroxide to catalytically convert the peroxide to an oxidizing agent and hydroxyl ion. The hydroxyl ion converts the halogenated organic compound into environmentally safe, non-toxic compounds. Gases that are produced from this reaction, and from the oxidation of organic compounds, are used to diffuse solution into the soil to chelate calcium and magnesium, thereby causing the sodium to be dislodged from the soil and reduce sodicity in the soil.

The present invention provides a heterogeneous metal-free Fenton catalyst, a method for preparing the same and use thereof. The catalyst is a carbon-based material surface-bonded with halogenated quinones, wherein the carbon-based material has synergistic action with halogenated quinones. The catalyst is prepared by grafting halogenated quinones onto the carbon-based material, or feeding chlorine during the carbonation process of the carbon-based material for oxidization. The production of hydroxyl radicals by using the catalyst has a low cost and a safe, simple and convenient process. The conditions for producing hydroxyl radicals are mild, without any secondary pollution. Moreover, the radical production has a high, continuous and stable yield, and the hydroxyl radicals can be effectively produced by using no chemicals which are harmful to human bodies, without any side product and any additional substances which are difficult to separate. The catalyst has a great application value in the fields of organic pollutant degradation.

Method embodiments include the use of slow-release advanced oxidation process forms (SR-AOPs) comprised of one or more water soluble salts in a matrix and/or forms producing hydrogen peroxide, persulfate anion, and/or permanganate. One or more of such forms may be placed along with one or more slow-release iron forms in the path of runoff water as it flows through a storm sewer system, such that an amount of the water soluble salt(s) and/or hydroxyl radicals (Fenton's reagent), persulfate radicals, or permanganate are slowly released into the runoff water to oxidize the pollutants contained therein.

The water feed pump, the first chemical feed pump, and the second chemical feed pump are provided with flow meters, respectively. The solid acid reaction zone is disposed above the sewage introduction zone, and the tubular ceramic membranes are disposed in the center of the solid acid reaction zone and separate the solid acid reaction zone to form a cavity. The water generation zone is disposed above the solid acid reaction zone.
