Abstract: A method, base station, and device perform an offload from a cellular RAN to a wireless LAN via a network selection operation to select an access network with which user terminal traffic is exchanged from the cellular RAN and the wireless LAN on the basis of parameters transmitted from a first base station to the user terminal. The parameters comprise at least one of a cellular signal strength threshold, a WLAN signal strength threshold, and a WLAN load threshold. After transmitting the parameters, the transmitted parameters are transferred from the first cellular base station to a second cellular base station, in response to the user terminal performing a handover from the first cellular base station to the second cellular base station. The transferred parameters enable the second cellular base station to determine whether there is a need for a change of configuration indicated by the transferred parameters.

Abstract: A user terminal includes a controller that performs selection of an access network in which the user terminal exchanges traffic from among a cellular RAN (Radio Access Network) and a WLAN (Wireless Local Area Network). The controller stores a RAN rule for determining traffic steering to a WLAN having a RAN provided identifier (ID), receives a WLAN ID broadcasted from a cellular base station (BS), applies the WLAN ID to the RAN rule to determine whether to perform traffic steering, roaming from the RAN to another RAN, determines whether to acquire another WLAN ID provided by the other RAN based on a policy established by the RAN, receives the other WLAN ID from a second BS of the other RAN, and applies the other WLAN ID to the RAN rule to determine whether to perform traffic steering to the WLAN having the other WLAN ID, in the second cellular RAN.

Abstract: In a communication system according to an embodiment, a base station transmits first information for establishing a second data bearer, to a user terminal in a state where a predetermined data bearer is established. The predetermined data bearer is a first data bearer passes through the base station without passing through an access point. The second data bearer: passes through the base station and the access point; and is for aggregation in which the cellular communication and the WLAN communication are used to communicate data of the user terminal. The first information includes a bearer identifier indicating the predetermined data bearer and type information associated with the bearer identifier. The user terminal starts control to change the predetermined data bearer from the first data bearer to the second data bearer if the type information indicates a change from the first data bearer to the second data bearer.
