The frequency f2 is changed during processing the substrate.

A pre-charge control portion outputs the gap-zero pressure signal to carry out a pre-charge control, when the braking operation is not carried out, so that a gap between a friction element and a non-friction element is reduced to a desired amount before an actual braking operation by the vehicle driver.
