The apparatus includes: a sodium hypochlorite generator including a plurality of electrode plates supported by a support, a flow channel for air flow provided above the support and the electrode plates, and an air intake hole and an air exhaust hole which communicate with the flow channel; a cooling unit for lowering a temperature of the flow channel; and a controller for controlling operation of the cooling unit by detecting a temperature of the sodium hypochlorite generator. The apparatus constantly maintains an optimum temperature of the sodium hypochlorite generator in order to produce sodium hypochlorite of a high concentration with high efficiency.

Ozone/oxygen gas is mixed with treated seawater at 30% quality foam and injected to the wellhead at the sea floor. At the seafloor, a tank mixing eductor would be used to mix high pressure oxygen bubbles with the oil contaminated seawater by shearing the oil globs into small oil droplets allowing the new surface area to immediately react with the dissolved ozone/oxygen in the seawater. The ozone/oxygen admixture creating an attraction force between the droplets and the oxygen bubbles. As the droplets and bubble rise, they form larger spherical top-hat bubbles that rise faster in the seawater. In the preferred embodiment, the eductor employs a cone shape flow to direct a significant amount of the oil plume into a predictable area that can then be skimmed mechanically for harvesting or destruction.

Liquid aqueous bleaching compositions are disclosed which comprise hypochlorite and a specific complexing agent or mixtures thereof selected from the group consisting of polycarboxylic acid derivatives of pyridine or the salts thereof. The compositions have a pH from 11-14 and preferably further comprise a calcium/magnesium precipitation system. The complexing agent counteracts the adverse affect which certain metal ions have on fabric strength and fabric color when hypochlorite bleaches are used in the presence of said ions.
