    摘要： Provided is a moving picture coding device which makes it possible to suppress deterioration in coding efficiency caused by flickers occurring at a time of high-speed capturing under fluorescent lamp lighting or the like. A moving picture coding device which codes a plurality of pictures obtained by capturing an object, the moving picture coding device including: a luminance information acquisition unit which acquires luminance information which indicates a luminance level of light in an environment where the object is captured; and a coding unit which codes the pictures, using a prediction coding method in which a picture type is applied in the coding of the pictures according to a flicker state of the light obtained from the luminance information.

    摘要： A transcoder reducing processing amount when a coded stream to which at least intra prediction is applied is transcoded into a coded stream to which intra prediction and inter prediction are applied. The transcoder (100) converts a first coded stream to at least part of which intra prediction is applied, into a second coded stream to which intra prediction and inter prediction are applied. The transcoder (100) includes: a decoding unit (200) that decodes the first coded stream to generate decoded image data; a prediction mode obtaining unit (101) that obtains a prediction mode of intra prediction applied in decoding; a coding unit (300) that codes the decoded image data by applying the intra prediction or inter prediction to generate the second coded stream; and a control unit (103) that controls a coding unit (300) so that the coding unit (300) uses the prediction mode obtained by the prediction mode obtaining unit (101) when the coding unit (300) applies intra prediction.

    摘要： The present invention provides a video encoding device in which a capacity of a binary data storing unit is small, a size of the video encoding device is small, a video signal can be processed in real time, and reduction in quality of images generated from the eventually obtained data can be prevented. The video encoding device according to the present invention includes: a video encoding unit which encodes a video signal; a binarization unit which binarizes an encoded value obtained from the video encoding unit; and an entropy encoding unit which subjects entropy encoding to binary data obtained from the binarization unit. Here, the video encoding unit encodes the video signal based on a characteristic of the binarization performed by the binarization unit, so that an amount of binary data obtained from the binarization unit by binarizing the encoded value that is encoded based on the characteristic is less than an amount of binary data obtained by binarizing an encoded value that is encoded without being based on the characteristic.
