Use of magnesium hydroxide allows the composition to attain a high level of flame retardancy without use of halogenated flame retardants, while maintaining good moisture absorption and other physical properties.

Contacting is carried out under vacuum, followed by pressure. The dielectric substrate is useful in circuit materials, circuits, and multi-layer circuits, economical to make, and has excellent dielectric strength.
