SOLUTION: The photosensitive conductive film 10 includes a support film 1, a conductive layer 2 installed on the support film 1 and including a conductive fiber, and a photosensitive resin layer 3 installed on the conductive layer 2. The conductive membrane substrate is formed by a method, including a laminating process of laminating the photosensitive conductive film so that the photosensitive resin layer is adhered tightly on the substrate, and an exposure process of irradiating active rays to the photosensitive resin layer on the substrate.
