A switching unit is provided at a path electrically connecting the motor generator and the inverter. The switching unit includes a relay corresponding to each phase. Each relay is configured to connect a coil of a corresponding phase in the motor generator to a corresponding driving arm in the inverter, or to a connection node of capacitors connected in series between direct current side terminals of the inverter. When short-circuit failure is detected at a switching element of any one of the phases in the inverter, an ECU switches the relay of the corresponding phase in the switching unit to the side of the connection node.

Thus, some devices may be concurrently charged via current from the electrical service and current from other devices, to achieve rapid charging of some subset of devices. The vehicle ECU is able to output, to the power transmitting device, a command to adjust the matching transformer, and sets an impedance of the matching transformer on the basis of a power transfer efficiency between the power transmitting unit and the power receiving unit while the electrical storage device is being charged.

A system and method for determining whether a resistor in a battery circuit on an electric vehicle cannot be used as a resistive heater for heating a cooling fluid for cooling the vehicle battery, but can used as a pre-charge resistor for starting the vehicle. A temperature sensor is provided proximate the resistor within the cooling fluid. The method turns on the resistor before turning on a coolant pump and samples the temperature at sample intervals over a predetermined period of time. The method then calculates an integral or differential of the sampled temperatures and compares that value with a calibrated threshold. If the temperature value is not greater than the threshold, meaning that the temperature indicates no cooling fluid is present, the algorithm disables the resistor for heating purposes, but maintains operation of the resistor for pre-charge purposes.

Vehicle diagnostic data of a vehicle using the portable electrical energy storage device is stored on a diagnostic data storage system of the portable electrical energy storage device during use of a respective portable electrical energy storage device by a respective vehicle. Once the user places the portable electrical energy storage device in the collection, charging and distribution machine, or comes within wireless communications range of a collection, charging and distribution machine, a connection is established between the collection, charging and distribution machine and the portable electrical energy storage device. The collection, charging and distribution machine then reads vehicle diagnostic data stored on the diagnostic data storage system of the portable electrical energy storage device and provides information regarding the diagnostic data.
